In 2005 Pūkeko Blue was engaged by Horizons Regional Council to establish a series of innovative community consultation projects centred around the development of their new second generation regional planning document - the One Plan.
An interactive community consultation roadshow developed by Bettina Anderson and Emmanuel Yiannoutsos of EmmanuelDesign, formed the core of the project and visited 10 towns in the Horizons Region over a 3-month period. A high-impact, exhibition-style roadshow, it illustrated potential environmental issues facing the region using specially-commissioned photographs taken by local lens magician - David Lupton.
In an analogy to the balancing act the Council undertakes using ratepayer's funds, vistors to the exhibition were asked to rank the potential issues according to the urgency that they perceived they needed addressing. Voting was done using paper 'environmental dollars'. This yeilded a quantitative measure of the community's priorities for the Council to then act upon.
To ensure a youth perspective was captured, the Roadshow went into schools and had a series of other activities as part of it to ensure the community was actively engaged. It was highly successful, with nearly 4000 people participating - a record response for a Horizons community consultation project!
